WEST AFRICA: Fewer meningitis cases but more deadly

DAKAR, 12 March 2010 (IRIN) - This year there are less than half the reported meningitis infections than in the same period in 2009, but more patients are dying - 13 percent in 2010 versus 8 percent in 2009 - according to the World Health Organization (WHO) Multi-Disease Surveillance Centre in Ouagadougou, Burkina Faso, which tracks 14 countries prone to meningitis outbreaks between Senegal and Ethiopia.

NAIROBI, 12 March 2010 (IRIN) - Government troops - the FARDC - in the Democratic Republic of Congo (DRC) are to blame for much of the epidemic of sexual violence in the east of the country, according to US and UN reports detailing war crimes and possible crimes against humanity by various groups there.

En République démocratique du Congo (RDC), les civils, principalement les femmes, continuent d'être victimes d' « atrocités » qui « dans certains cas pourraient constituer des crimes contre l'humanité ». C'est ce que révèle un rapport publié vendredi par l'Onu. « Des membres des Forces armées de la République démocratique du Congo (FARDC), de la Police nationale congolaise (PNC), de l'Agence nationale de renseignements (ANR) et d'autres services de renseignements seraient responsables d'exécutions sommaires, d'actes de violence sexuelle et de torture et de mauvais traitements », dénonce le rapport. « Des groupes armés tels que l'Armée de résistance du Seigneur (LRA) et les Forces démocratiques de libération du Rwanda (FDLR) » auraient égaelment commis « atrocités qui constituent de graves violations du droit international humanitaire et qui, dans certains cas, pourraient constituer des crimes contre l'humanité », ajoutent les experts.

Le chef de la junte au Niger, le chef d'escadron Salou Djibo, a signé vendredi une ordonnance rendant « inéligibles » les militaires, les para-militaires et les ministres aux prochaines élections, lit-on sur

.« L'inéligibilité s'applique particulièrement au président du Conseil suprême de restauration de la démocratie (CSRD-junte) et ses membres », précise l'ordonnance qui indique que la mesure vaut également pour le « Premier ministre » et le « gouvernement de transition ». Idem pour les gendarmes, les policiers, les agents des Forces nationales d'intervention et de sécurité (FNIS, ex-garde républicaine), ceux des Eaux et Forêts ainsi que les douaniers.
