EU with important role to play in Accra negotiations
|
Development Ministers, heads of the World Bank, EC, IMF, OECD and other development bodies meet in Accra, Ghana for the High Level Forum on aid effectiveness this week. There is much still to play for in the negotiations for the result of this international gathering, despite efforts by some donors to close down the discussions in advance. A strong common position from the EU will be critical. The European Union reacted by submitting a number of objections to the current text, including objecting to the fact that all timetables for action had been stripped from the text. The EU in particular has proposed that there be stronger language on the following issues:
Stronger commitment to use of country systems
Stronger language related to principles of development
Stronger language on transparency and more comprehensive disclosure of information
A commitment to independent monitoring and evaluation
Strengthening of mutual accountability language, and commitment to improve monitoring process and indicators before the next HLF in 2011.
Stronger commitment to reform conditionality and in particular to move towards outcome conditions
Increase in the joint assessment of technical assistance programmes
Precise timetable for increasing predictability.
