Trade in services - A threat to intra-regional trade

Trade Negotiations Insights (TNI), Vol.6, No. 5, September 2007

The framework applied to the South African Development
Community (SADC) Economic Partnership Agreement (EPA)
exhibits unique peculiarities owing to the EU’s relations with
South Africa. Of particular concern is the EU’s proposal to
“differentiate” its market access offer on goods for South
Africa, which runs counter to the EU’s stated goal of using the
EPAs to build regional economic integration. Yet South Africa’s
approach to the negotiations is also troublesome: the country
is blocking adoption of the regulatory agenda - particularly
services - which would negatively affect its customs union
partners. Why is South Africa, and thus SADC, opposed to
including services in a deal and how does this effect the overall
likelihood of an agreement?
